Photoshop Elements 10 DirectX error

My WIN 10 (upgraded from 😎 crashed and I needed to install completely new on a new disk. Now Photoshop Elements 10 (bought with the notebook) has been installed again by downloading from Adobe website. Editing module starts perfectly but the Organizer fails to launch. Error message: DirectX could not be initialized! But DirectX 12 is installed by the WIN installation!? Can anybody give an advice? Thanks a lot in advance.

Mein WIN 10 brach zusammen nach Update und Plattencrash und ich musste neu installieren. Photoshop Elements 10 (gekauft vor Zeiten mit dem notebook) von Adobe Seite heute runtergeladen, Modul "Bearbeiten" läuft", Modul "Organisieren" meldet Fehler:  DirectX konnte nicht initialisiert werden. Aber die neue WIN Installation hat DirectX 12 installiert.... Wer weiß einen Rat? Vielen Dank im Voraus.

Control Panel >>Programs >> Programs and Features >> Turn Windows Features on or Off

Then choose Direct Play under Legacy Components – see images below
