Photoshop Elements 10 fails to go beyond the "License Agreement Screen" Windows 10

I've used Photoshop Elements 10 on my win 7 machine for several years.  I upgraded to win 10 on the same machine.  Didn't try PSE10 right away but when I did it asked me for my serial number.  I entered it number and all seemed ok until I got to the "Adobe Software License Agreement screen"  There are only 2 buttons on that screen so I clicked "ACCEPT" and waited to start to edit my photos.  The next thing I see is the same  "Adobe Software License Agreement Screen".  Sort of like the directions on the shampoo bottle "wash, rinse, repeat" over and over.

I tried uninstalling/reinstalling from CD with the same results.  I even tried PS Premiere Elements again with the same results.

A search of the forum tells me it is and it is not compatible. I guess you can take which ever answer you like.

Is there someone that can help me with this?
