Photoshop Elements 11 not working on Windows 10

Many years ago I purchased a dual pack of Adobe Photoshop Elements 8 and Premier Elements 8.   I still have the box.

Then in 2013 I upgraded to Elements 11 probably by downloading the product from some vendor, perhaps adobe.

Everything worked fine on the occasions we used Photoshop.

A year ago we upgraded our Windows 7 installation to Windows 10.   We upgraded in place.   

We didn't try to use PhotoShop until today and when we start up the application it starts up but is kind of half-missing.    The PhotoShop window appears and the various menu options are all laid out across the top, but when you click on any one of them, the drop down appears but shows no text.   So you click on File and the dropdown is long enough for 10 choices but they are all blank.   You click on Help and a dropdown appears but with no text.   So I can't even tell you what specific version I have installed.

Any ideas ?

    Uninstall and download from here:

    Download Photoshop Elements | 15, 14, 13, 12, 11, 10

    and follow the instructions:

    Start the installer after downloading

    The instructions note that I should record the serial number.

    How do I do that?

    1) if it is visible from withing the program, then I cannot see it because of the problem I described.

    2) the serial number I have on the original retail box is for version 8 and not 11

    3) I installed 11 over the internet and do not have the emails from then or the login information.   Calling adobe doesn't help because they just tell me to go to the forum.

    Can you tell me how to get the serial number from the internals somehow?
