Photoshop Elements 11

I had to get a new hard drive and had to reinstall Photoshop Elements 11.  It does not seem to install everything as before.  I can not resize images, the tool bar is very limited.  What am I doing wrong and how can I get all the features I had before restalling.

You are in Quick mode.  You need to switch to Expert mode to have all of the available tools.
