Photoshop Elements 13 Editor won't launch

     I've downloaded Photoshop Elements 13, which I've purchased. After completely installing and signing in with my Adobe ID, I'm prompted to accept the EULA again. After clicking Accept, the application closes and doesn't open.

I've uninstalled, rebooted and re-installed the application on my Win 8.1 64-bit system. I had downloaded the PSE 12 trial, which i've uninstalled as well. I know that something was not uninstalled, because after the re-installation I don't see the original splash screen prompting me to choose between the Organizer and the Editor. When I selected the Organizer, it would open fine. I changed the preferences to open immediately in the Editor, hoping that it would launch if that were its only option. This didn't work either. I also tried Adobe online chat support and they advised that they had no online solution to my problem and to post a question in the forum. There is also no phone support option for PSE. What do I do now?

I am having the same problem.  After openibg PSE or Premier Elements I am ased to sign i.  Ibsign in and acknowledge the liscence script and then tehere I sit forever, if selecting to lsaunch again then you hav to log in again acknowlewdge thelicense again and gess what you are right back where you started and NOTHING.  I am about thrugh with this looks like a return to me.

I was lucky, I actually got someone from  Adobe Chat who took over my computer and fixed everything.  Have you chatted with a rep yet?

I just downloaded elements 13 on Windows 7 and nothing launches either.  This is frustrating!

Make sure ALL of the Windows updates are done. I had a couple that didn’t finish. I made sure all of the updates were done and the program started right up.

I have the exact same problem with PSE v13.  I have owned versions 6 -13 and this is the first one that would not launch.  Someone made a very bad change and didn't document it and now there seems to many of us suffering.  Come on Adobe someont with guts take this problem on so we all can get started.

My issue is solved.  I got an email from Adobe and was instructed to delete the current Application Manager and download a new one but don't open the installer just run it.  After that, I was to open PSE12 in a new user account. This allowed me to sign in through the Photo Editor and accept the terms and conditions of the program which activated it.  They gave me a link to the App Mgr in the email.

I've had similar issue, and still no solution.

Win-7 64-bit

Installation from DVD successful but application never starts. There is even no task program running in task-manager.

After reading these posts and contacting the tech support via chat, these are the things that I attempted and still haven't got it to work:

1) Re-named the OOBE directory to OOBE.old and re-installed this folder from: Adobe - Adobe Application Manager : For Windows : Adobe Application Manager

Result: Nothing (appl won't came up). It turns out that the Creative Cloud is for full programs and Elements is not considered a full one.

2) uninstalled DVD-version and downloaded updated one. Installed it from my computer. Link: Download Photoshop Elements products | 13, 12, 11, 10

Result: Nothing (appl won't come up)

3) Change permission of "Adobe" directories on all Users to full control.

Result: Nothing (appl won't come up)

4) Deleted the _LicensAgreement.xml file from C:\Users\XYZ\AppData\Local\Adobe\OOBE directory.

Result: It forced me to enter the Serial Number again; however, Nothing after that (appl won't come up)

The Tech Support guy ran out of things to suggest. He is sending me to the next layer of Tech support, but they will call me until tomorrow.

Man! This installation really sucks!

I'm chiming in here in regards to a similar PSE12 issue, I think it's similar anyway.............I go to open the Photo Editor and it brings up a "Sign In Required" dialogue to register the product.  I input my adobe ID and password but nothing happens, it just spins and spins and spins.  The only way to exit that sign-in dialogue is through the Task Mgr.  I have no problem signing in via the web page or even signing in to Revel.................but I can't sign in from the Editor to activate the product. I was supposed to get a call at 8am CST from Adobe, 40 min ago.  I suspect it'll never happen.  I'm stuck, if anyone can help it would be greatly appreciated.  Thanks

I was able to get APE 13 to work on my Windows 7, 64  bit system by first down loading DirectX  9c  from microsoft.com. Use their search to find it. I then used the run, save option. After it is downloaded go to downloads, double click on directx and install. I then installed APE 13 from the disc and it worked perfectly. I still can not get it to work on my Windows 8.1, 64 bit system. Guess I will wait till Windows 10 comes out and then give it another try. Jim.

Hi

I've been having the exact same problem with Adobe Photoshop Elements 9, and after much dispute I finally found a way to fix it. Having an older version of the software than yourself I am not certain this will work for you too; but I don't see why not. Before opening the Photoshop Editor open windows task manager. Then go to processes and locate PhotoshopElementsEditor.exe. End this process. Now open the Editor and it should work! Simple as that.

Discovering this was immensely satisfying, however you have to do it every time before you open it; which is a negative; but at least it makes it work!

I have a brand new PSE13 CD and installed on hard drive.
Organize screen works but Editor screen loads and freezes. There is no old version of photo shop on this computer.

I tried the Task Manager idea, and end the .exe process, but Editor still does not work.

After changing the name of the folder SLCache to "ASLCache", I was prompted to re-validate my serial number; however, the application still won't open. I've even uninstalled and reinstalled, changed the folder name again and rebooted. still not working.

Love how the put the MAC app in there when I stated all along this is a Win7 system.........

Renamed the OOBE file, DL the spyware laden Adobe Application Manager and the shit Creative Cloud BS.... Run AAM... says all good. Click on Editor icon, screen loads and freezes. Multiple restarts and nothing.. 5 Days later I guess my one year old Win7 64bit system can't run this program.

ADOBE!!! Get your act sorted!!! So what is the solution to this problem? Have you knocked off for christmas? I want my money back. I want an email address to complain to and I want someones neck to wring. I have just bought an £80 cup coaster. Your application will not load. I have downloaded your launcher and changed the name of your stupid OOBE file. Your launch manager doesn't work. I get a message to download yet another piece of software to make it work This piece of software no longer exists and it directs me back to this forum where apperently I can get all the answers I need. BOLLOCKS!! I want a response from a human being. Not a copied and pasted waste of my time. The next answer from your incompetent morons better solve my problem or this shite is going straight back to Amazon.
