Photoshop Elements 14.1 bug: PSE is unusable

Hello,

I am using Adobe Photoshop Elements 14.1, and since a while, I'm encountering a weird bug in the application. Some of the views in the application are just black, see my screenshots. This happens when I use 'With instructions'. Also, when I use 'Quick', the toolbox on the right side is totally black. When playing around a bit, I suddenly saw the 'with instructions' overview, but upside down and mirrored as well.

What could cause this, and how can this be fixed? System details are at the bottom of this post.

All of this is in Dutch, could not find a way to change the language.

Thank you for your help.

We tried installing both a new video driver and an old video driver, but without effect.

The link to the other thread seems old, the files specified do not exist. We tried to reinstall Elements twice, including resetting the settings, but also, without effect.
