Photoshop Elements 14 tablet pen and brush tool not working

This issue just started today.  It was working fine 2 days ago.  And it is happening on about 10 of my students' computers.

We are using Photoshop Elements 14 on Lenovo Yoga 260 with a digitizer pen running Windows 10.  All of a sudden the brush tools can't be used with the digitizer pen without depressing the Right Click button on the digitizer pen.  Brush tools work fine with a wired mouse, touchpad, and TrackPoint mice. It is on the digitizer pen that will not work.

I've already tried:

  1. turning off Pen & Touch Press & Hold settings for right clicking on Control Panel -> Pen and Touch ->  Press and Hold (settings) -> unchecking press hold option
  2. adjusting the Wacom Tablet properties through Start -> Wacom Tablet Properties
  3. Reset brushes in Photoshop Elements
  4. I reset all Photoshop settings to default settings by restarting Photoshop while Ctrl+Alt+Shift and OK to delete settings file.

None of these troubleshooting steps worked.

The pen tools work fine in all other inking programs like OneNote, Word, Excel without having to use the right click button on the digitizer pen.

Since the computers affected also did an Adobe Photoshop Elements update a few days ago, I am assuming the issue is Adobe's.  Does anyone know any other way to resolve the issue?
