Photoshop Elements 15 - Add a New Place Tag

I am using Photoshop Elements 15. In  the Organizer, it is easy to add a New Event Tag. I am having trouble adding a New Place Tag. When I select a picture, and click on the plus sign to Add a New Place, it goes to a new screen where a map pops up and it says "A network connection is required to access the map". I do not want to use this map functionality. I simply want to type in the name of a place and create that new tag to tag the picture.  What should I do?   billsailor5@verizon.net

Before geotagging was introduced in Elements, there was no problem at all.

You were offered a default category 'places' under the master keyword category, together with 'people' and 'events'. You can do the same like me. I have created my own 'My places' category under which I can define my own hierarchy tree. No difference with your other kinds of categories, like 'animals', 'portraits' or 'weddings'. You are totally free.

The advantage is that you are free to create, organize or change your own locations hierarchy.
