Photoshop Elements 15 does not run on Windows 10

You must have a 64-bits version of Windows running on a 64-bits computer.

As you can see from that official warning, Elements 14 installation will install a 32-bits Elements version if your hardware is 32-bits, a 64-bits one if you have both a running (not 'ready') 64 bits version on a really 64-bits hardware.

The above warning tells you that you must have a 64-bits version of Windows, which necessarily implies you have also a 64-bits hardware. Obviously, the system requirements are not met in your case.

Should Adobe have stated the obvious requirement that you must have a 64-bits hardware for PSE15? The salesman you have spoken too may have led to think that you could upgrade your 64-bits ready system, I don't know; your only sensible solution is to ask for a refund.
