Photoshop Elements 15 update.

I had preinstalled on Elements 7 pc.

Downloaded upgrade to 15, Installed and reinstalled repeatedly because every time I restart my pc the program is no longer working.

Uninstalled any Adobe files before reinstalling, same problem.

Created new administration account and reinstalled by administrator, same problem.

I do not know anymore what i could do it.help me.

What operating system?

If there is an error message, what is the exact wording?

I have Windows 7 updated to 10.

Trying starting Elements 15 a window says that the system can not reach the file, the folder and probably I'm  not authorized.
