You downloaded the Digimarc plugin from here?

http://payoff.digimarc.com/dgfi-photoshop/updates.html

The one that says Photoshop CS5 and above, 64-bit Mac

You shouldn't need an third party app on a mac as the built in Archive Utility.app extracts zip files just fine.

You only need the DigiSign.plugin and it goes in

/Applications/Adobe Photoshop Elements 15/Support Files/Plug-Ins

Pse 15 already has the DigiRead.plugin installed from adobe.

You have to Extract the plugin from the digimarcforimages-v4-mac-64bit-cs5-cs6-cc-(2-of-2).zip

and then copy the extracted DigiSign.plugin to /Applications/Adobe Photoshop Elements 15/Support Files/Plug-Ins

1. Double click on the downloaded zip file

2. Then you should see the DigiSign.plugin and copy or move that to the pse 15 plug-ins folder
