I have an old version (ver 15) of Photoshop Elements. It works for me and has a lot of custom plugins and other stuff (e.g. fonts, actions, etc) installed, so I would rather not upgrade to a new version. Microsoft is requiring Windows 10 systems be upgraded to Windows 11 later this year (Oct 2025). I'm worried there might be some problem with PSE after the Windows upgrade. Do you think the Windows upgrade will affect PSE 15? Thanks.

No I do not. Make sure you have backup copies of all your custom content "Just in case."

Updating from 10 to 11 is not required. Updates will end, but the operating system will continue to function.

And I've heard that you can pay for extended support (get more updates). Ill ride my currrent computer til right before it dies- It cant handle windows 11 (doesn't have the tpm chip (Yeah, my motherboard is old). I do have an rtx 3060 with 12 GB of ram- but only 16 GB system ram.
I could go out a get whatever I want right now, but, no reason for that. My wife has a windows 11 computer- and In many ways are the typical user stuff is the same.

Are you sure it just isn't enabled in the BIOS?
My video editing computer didn't qualify for W11, but after a while searching on the internet and looking through the BIOS, I found where the setting was hidden. It wasn't called TPM. I don't recall exactly where it was in the BIOS (I think it was a security setting), but I have it written down in the log I keep for that computer (I'm at work now and not near that computer).

I will doublecheck, just in case. Nope, not possible. No tpm chip.
Unfortunately no for 2 reasons. You do not have TPM 2.0 and you cannot update to TPM 2.0. Secondly and more importantly, you have a 4th generation Intel CPU and Windows 11 requires an 8th generation Intel CPU or better.

If you do update to 11, does the install keep your desktop icons, taskbar, and start menu items alone?

Mostly. There are some skills and whatnot that are buried in the new interface (Which is different, no so much new).
Many users say that Win 11 is more about the GUI (the interface) than anything else.
I use a couple of products from stardock to manage icons and my start menu. Pretty hsappy with it- except with my control panel- compared to win
11 it looks like it's from the stone age.

I think what makes most sense to me is to isolate my currrent Win 10 laptop from the internet and continue to do most of my work there. For web access, I'll get a new Win 11 device and put the two laptops side by side. I'll use an external hard drive to transfer files between the two, when needed. For example, after processing a photo on my Win 10 laptop, transfer the file via the external drive over to the Win 11 device, and upload it to the internet from there.
It does bug me that Microsoft once clearly stated that Windows 10 would be the last version of Windows. It seems like whatever changes they needed to make could have been incorporated into that version.
