Photoshop Elements 2018 has been running under Windows 7 (x64) for around 12 months (since registration), but will no longer launch reliably, even after rebooting Windows. The launch target is Adobe Photoshop Elements 2018.0.exe
Has anyone encountered the same problem and resolved it ? If so, further details would be much appreciated.

Are you seeing any error? or the application launches, it shows in task manager and UI of application does not show

Hello,
Could you please go to below location
Loc: C:\Program Files\Adobe\Photoshop Elements 2018
And try launching PhotoshopElementsEditor.exe directly, and see if Photoshop Elements Editor launches from there.
Make sure no instance of Photoshop Elements 2018 or Photoshop Elements Editor is running from task manager and kill it if any.

Saurabh - No errors are evident.
Prakash - After initial Win 7 startup this morning ...
a) Photoshop Elements 2018 launches from desktop icon:
"C:\Program Files\Adobe\Photoshop Elements 2018\WelcomeScreen\Adobe Photoshop Elements 2018.0.exe"
But after closing:
b) Photoshop Elements 2018 will not re-launch
c) Folder C:\Program Files\Adobe\Photoshop Elements 2018 - Photoshop Elements 2018 will not launch from ...
C:\Program Files\Adobe\Photoshop Elements 2018\Adobe Photoshop Elements 2018.lnk
NB The only executable files in that folder are: PhotoshopElementsEditor.exe & LogTransport2.exe

Could you try launching with PhotoshopElementsEditor.exe

Yes - have done, but no success.
Update #1 - I have since tried to launch Photoshop Elements 2018, and it now launches every time. I have no idea what has changed (nothing that I can report).
Update #2 - actually the ISP broadband service (Plusnet) has been exceedingly slow/unusable for long periods over the past few days, and I've just noticed that it's recovered again.

A problematic Internet connection (maybe an overloaded local network) and the automatic Adobe logon appear to be preventing the launch of Photoshop Elements 2018.
Does anyone know how can I disable Adobe's automatic login ?

Normal Internet connection has resumed, and I can launch Photoshop Elements 2018. So I've perused the PSE sign-out dialog which says:
"Signing out would deactivate the following software on this machine unless you sign in again. [Photoshop Elements icon]"
Thus the software is not functional without Internet access (which is currently beyond my control due to ISP unreliability).
