Photoshop Elements 2019 Installer issue

I have a copy of 2019 Photoshop Elements that I'm trying to install on my Window (64bit) pc I get a blank window. I spent worked with Tech Support (multiple levels and HOURS) to no avail. Does anyone have any ideas as to how I can fix this issue?

    Are you installing from a disk? If so try the download. Unzip the folder (extract all) and then double-click on Setup.
