Can Photoshop Elements 2019 be used to prepare an A1 print? If so, what is the best method? i.e. adjusting the page setup to suit A1 and then design?  Please advise.

Adjusting the page setup is an excellent idea.

You create your canvas by setting the dimensions:

594 mm x 841 mm (or 23,4 x 33,1 in)

Adjusting the page setup is an excellent idea.

You create your canvas by setting the dimensions:

With a resolution between 100 and 200 ppi (300ppi is overkill).

You open your assets in the photo bin.

You drag and drop each one from the photo bin to the canvas.

Then you can resize, move and straighten this item as you want.

If you have to upsize, that means that the resolution of the item is not quite enough for optimal quality, but it may be good enough.

The dragged item appears as a 'smart' layer in the layer palette. You can move, resize or straighten withou any loss of quality until you choose to 'simplify' the layer, which gives the final pixels dimensions of the layer and  allows you to use all layer tools.

To create the canvas document use:

File >> New >> Blank File

If images are not already open in the photo bin you can add them to your canvas via the menu using:

File >> Place

They get added as smart objects and you can use the move tool to position and scale the size. Then click the green check-mark to commit.
