Following a reinstall of Windows 10 I needed to re-download Photoshop Elements 2019 (version 17) which I had purchased from Adobe.
The installer downloads fine from my Adobe account Products page, but when I run it, it generates the error message: "Update your browser. To use Adobe services, please update your Adobe applications, operating systems and browser to the latest versions".
As far as I am aware, they are fully updated, and Elements was working fine prior to reinstalling Windows.
Interestingly I have been able to download Elements v.11 and Elements v.14 - but v.14 doesn't open my camera's RAW files.
I have also downloaded the Creative Cloud Desktop, which works fine.
I've tried running the installer in Windows 7 compatability mode (as someone suggested).
I'm using Norton firewall, but the Adobe installer is listed as "allow" for Network Access.
Edge is my default browser.
Does anyone have any suggestions? I don't understand why the older versions downloaded fine, but v 17 didn't. Any suggestions gratefully received. I know similar questions have been raised before and I've followed relevant advice but with no result.
Thank you

I have the same problem with version 18, I tried downloading the 2024 version and installed it and then tried again with the version 18 and now I got passed the "Update your browser" error but after 20% installing it stopped again, I know this dosent solve your problem, but maby you can use this to try new things and maby finding a solution.

Thanks - are you suggesting that if I download the trial version of Elements 2025, then 2019 might download?

Yes, 2024 or 2025 it ended the "Update your browser" error for me
But it only ended the "Update your browser" error and the install started, but stopped again when only 20% installed.

I've downloaded Elements 2025, it hasn't made a difference yet, but i'll try again after a restart.
Anyway, if I am unable to download the programme that I paid for, a 7 day trial will give me an idea whether paying more for Elements 2025 is worth it, or whether I should just leave Adobe and try another programme - so thanks for prompting me to try it.

I went for the ON1 Photo Raw, great software and got it for a good price (50$) cheaper and no restriction like Elements limitations and messed up install

Still no joy on downloading Elements 2019 despite having Elements 2025 installed, so it looks like Adobe are prompting me to take my custom elsewhere, as I don't see why I should pay full price for new Adobe software to replace Adobe software I already own, but cannot access.

Try a different browser.

I tried that, from edge to chrome, with no difference and the fact that 2024 Elements installed fine with edge, tells me that the browser is not the problem here

Thanks for engaging.
I have tried Edge, Chrome and Firefox - all failed when trying to download Elements 17.
I managed to download other versions of Elements (11, 14 and 25) with Edge.

Maby you could ask if anyone have the full installation files for the 2019 and then do an offline install and after that do an online registry with your own serial key
I have the the full installation files for the 2020, but that dosent help you much

Interesting idea, and thanks for sharing it - but if I can't download my own version of 17, I'll think I'll call it a day.

I think you misunderstood my meaning There are two ways to install Elements, the way you have been trying is an online install where the downloading process and install process happening simultaneously. The other way is downloading the full pakage also the one to download if you want a Trial version, it is the same pakage for all to download and what is making it not trial is your own personal serial code. Earlier years it was only this way to download and install and I think Adobe has stopped this way deliberately. And my suggestion is for you to ask in this or other community if someone has the 2019 software package to upload to you so you can do an offline install and online regestry with your own serial, and please dont think that it is illegally because it is not, on the contrary, it is the old and very much used metod done by Adobe 😉

Thanks. I've seen that page before, but it refers to editing the registry to resolve problems with Internet Explorer 11 compatability mode. I'm not using IE11.

Elsewhere you recommended going to prodesigntools - is that stil as safe and workable option?

I understand your frustration with this problem. I have asked Adobe to provide some better information about the cause of this ever-increasing issue amongst users of legacy versions. I have also asked for an update to the HelpX files. If I get a response I will post further.
And FWIW, I find the On1 Photo Raw program to have awful performance issues.

The problem is easy to solve by Adobe, Give access to all the Element software versions to download and offline install and online activation.
ON1 has not awful performance, the AI tools require hardware power, all AI works that way also Adobe AI

Adobe can solve this problem easy, make access to download all Elements versions to offline install and online activation
ON1 has not awful performance, Their AI tools use harware power, all AI do that, also Adobe AI 😉

Have you ever looked into downloading via prodesigntools? Is this a potential safe and legal solution?

In the meantime, look at this post from an Adobe employee. It provides the most comprehensive information I know about installation and activation issues.

Thank you - but that post appears to mainly be about problems with activating software or accessing Adobe servers - whereas i can't get Elements v17 to download. I can get other Adobe products to download, so I don't appear to have an overall problem with activation or accessing servers.
I started by trying to download version 17 following a complete wipe disk and reinstall of Windows, only moving onto v11 and v14 (and also CC desktop and Elements 2025) when I couldn't download version 17 - so I don't see how uninstalling Adobe applications, using CC cleaner and then reinstalling would help.
I appreciate there may be a number of reasons behind Adobe's less than helpful error warning, and I am not technical so could easily be missing something, but I don't see how to use the information on that page.
Thank you however for continuing to look into this.
