Photoshop Elements 2021 DNG Question

Does Photoshop Elements 2021 open .dng files. Every time I try it opens Camera Raw 13.0.

DNG files are raw files, that is why they open first in Adobe Camera Raw. All you need to do is make whatever changes you want to in Camera Raw, then click the Open button at the bottom of the Camera Raw window to open the image in the Photoshop Elements Editor:
