Photoshop Elements 22 toolbar is Incomplete in Photo Editor

I purchased the software version of Photoshop Elements 22, like the downloaded version, the toolbar in the Photo Editor does not show the entire tools. The only thing that I am missing from it is the color pallet at the very bottom. 

I tried to resizing my screen from my desktop, it shows the color pallet, but my workspace looks like it's all stretched out like Silly Putty. 

I tried just about every troubleshooting as demonstrated in every video I could find, but their demonstrations are not consistent with what I got.

Adobe changed the vertical distance between tool groups in the toolbox, so in pse 2022 it takes a higher screen resolution screen to show the complete toolbox as described here:
