photoshop elements 8 on windows 10

I am using elements 8 on win10 for about a year. Generally no problems, but when PC has been on for awhile, some functions on elements do not work properly. e.g. the rectangular marquee tool just stays on after being used, and the only way I can remove it is the click de-select. Its really painful to have to do this every time I have finished using this tool.  When I troubleshoot this problem, windows 10 tells me there is a paid upgrade and directs me to the web page. Sadly this page just says sorry, not working. Can anyone help?

Hi,

Can you please try after resetting the preferences file of Photoshop Elements. For this:

Press and hold Alt+Control+Shift immediately while launching the Photoshop Elements editor.  A dialog will come , click Yes to delete the file.

please let me know if it doesn't work for you.

Thanks, but sadly nothing happens when I press cont alt shift and they remain press until Photoshop opens, still nothing. Sometimes a small window pops up saying Scratch Disks preferences and there are 4 boxes. The top box says first followed by startup. the 2nd and remainder boxes says none.
