My Photoshop Elements 13 will not load today. There is a note on the Adobe help page saying they are having difficulties with some subscription services. However, the note directs the reader to a "status" page where it says that all services are functioning normally.

Still hoping someone will look into this. Customer Care had me reinstall PSE -- same problem resulted. When I open PSE, it's like someone else is controlling the mouse.

I saw the same message. All I get is the revolving color wheel on my MAC. Both my laptop & my desktop - which makes me think I need to update something, or there's a problem on Adobe's end? I purchased this download several years ago - perhaps I just need to bite the bullet & purchase PSE 19?

Has the slowness just started happening or has it been there for a while?
When did you upgrade to Mojave? PSE 13 is not supported on Mojave by Adobe so it could be a case of old software on new operating system.
Does the same thing happen with PSE 2019 (current version)?

My updates are automatic, so as soon as there are updates available, I install them. It has gradually gotten worse over the past couple of months. Today. I can't even use it PSE. Is there an update for PSE? Don't I need to purchase PSE 19 or does it automatically update as well? (It's okay if you roll your eyes at my dumb questions. You are being very patient.)

Adobe dot releases/updates (13.1, 13.2 etc) are free. Major version upgrades (PSE 13 to PSE 19) are paid upgrades.
Photoshop Elements 13 has not been updated since Elements 14 was released in Sep 2015. Adobe usually does not update old versions of software once a new version has been released so you won't see any more updates for 13. Elements 13 is unlikely to run well on Mojave.
I don't know if PSE 2019 will solve your issues but you can download and install the trial version and run it for free for up to 30 days to see if there's any improvement.

Yes, I originally had PSE 11 CD, but purchased PSE 14 download when the previous version no longer worked on my system. That's good to know about the PSE 19 trial version, I'll give it a try. Thank you for taking time to help.
