Photoshop Elements Editor won't open twice

Hello, 

I have an issue where Photoshop Elements Editor won't open twice. 
First time you start the programm it launches just as it should do and when you close the programm and try to launch it again it just does't load at all. 
You can see the Task in Taskmanager briefly and then it goes away.
I checked if Regkeys are changing after launching the programm and yes they do but I haven't been able to find a key thats responsible for this. 

I'm using Photoshop Elements Editor 17.0 in Citrix Virtual Apps & Desktops. Win10 1607
