Photoshop for Windows 10

Photoshop 8 was perfectly suitable for my simple needs.  But I now have Windows 10 and it won't install.  Any recommendations on an inexpensive version I could get used?  I just don't need all the bells and whistles of PE2018.  Thanks in advance.

    Photoshop 8 as in photoshop elements 8 or photoshop 8 as in photoshop CS?

    What happens when you try to install?

    It seems to install fine but then, when I try to access it nothing happens.  Its Elements 8.  Thanks for the help!!!

    If you go C:\Program Files (x86)\Adobe\Photoshop Elements 8.0 and double click on the PhotoshopElementsEditor.exe, does pse 8 start up?
