Photoshop Serial Number

I bought Photoshop elements back on Feb 2015. I had only used it one one computer. That computer is now broke and I cant access anything on it. So I got a new laptop in Dec 2016. I downloaded it onto the new one and was able to use my Photoshop with no issues. I went to use it today and now it is telling me that the serial number has been used on to many devices. That I need to deactivate one. How do I deactivate the old computer from my Photoshop if I cant access anything on that computer.
