plug ins for topaz

i am trying to load my topaz plug in. i down loaded them but when i go to photoshop elements 15 under filer all the drop downs are grey. (i just purchased a new computer and i am trying to load everything on that) thank you for any help you have

You have to open an image in the Editor before the Filter>plug-ins menus will become active.

Just the Topaz or all filter items are greyed out?

What operating system are you using?
