Possible layers problem

I have a map made from a print screen that I would like to add direction arrows to. This is something that I have done numerous times before. However today when I attempt to put the arrow (using the shapes tool) it draws the arrow but when I click on the green check mark to put the arrow shape on the map screen the map disappears and is replaced with a screen of tiny gray and white squares.

I am far from being proficient with Photoshop Elements and apparently I have managed to alter a setting somewhere perhaps?

Reset the Shapes tool to default. In older versions of PSE, on the tool's option bar, look for a little arrow, top left and click on this to reset. On newer versions, look for a box with lines in it, bottom right, and reset.

If that does not fix it, reset preferences. Go to Edit>Preferences>General and look for this:

You are possibly using the shapes in the graphics panel. Choose the custom shape tool. See image below.
