Premiere Elements 2018 Won't Start After Install

The Premiere Editor application won't launch after installing on a new PC.  It records an error in the event log and then just hangs.  This is a new PC with Windows 10 and a GEFORCE 1080 Graphics cards.

Things I've tried:

  • Made sure I had the latest NVIDEA driver
  • Installed several older NVIDEA drivers with same results
  • Several fresh installs of Premiere Elements
  • Installed Premiere Elements 13 and it appears to have same issue
  • Reviewed the forums and found one similar post that was resolved but not the same as mine.

The Event log error starts out as:

Faulting application name: PremiereElementsEditor.exe, version: 16.0.0.0, time stamp: 0x59aad286

Faulting module name: KERNELBASE.dll, version: 10.0.17134.319, time stamp: 0x1e206b26

Exception code: 0xe06d7363

Can anyone help me resolve this?  Is thre a way for me to engage Adobe support?

    It turned out that permissions on my new PC were not set correctly for Documents\Adobe.  I changed permissions to my userid with full control. It worked!

    Well, I was contacted by custormer support last week and they tried to resolve but no luck.  First told me to wait for Elements 2019 but then said Level 2 would contact me in 2 days.

    I have not heard from Adobe and I tried the trial version of .2019 but it also crashes.

    Any new suggestions?

    You can try this step:

    Close the program first( use task manager for this). Use RUN option( Window key+R) and type:  %appdata%

    Go to the folder Adobe>Premiere Elements & rename the 16.0 folder to 16.0.old or delete it . Relaunch the program & see if that resolves your issue

    You may want to reinstall the Microsoft C runtime

    Search bar at the top of http://www.microsoft.com/en-us/default.aspx to find and re-install the C runtime, or for ALL Windows help

    You go to the Microsoft link I provided and search for the C runtime installer, and then follow the instructions on the Microsoft page
