Problems with Elements 10 in Win 10 Pro

I reset/reinstalled Windows 10 Pro, and then reinstalled Photoshop Elements 10.  The layout/format is very different from the last installation.

1.  I no longer see any way to turn on and use the EXPERT mode.

2.  All of the tools are in a long downward single row, and I can't get it to switch back to the 2-side-by-side display.

3.  The options that were at the bottom of the screen, such as Go Back, Go forward are now at the top right of the screen.

4.  The other options that were at the bottom-left of the screen, such as Text Size, Text color and Hook used to
     turn a selection around and around is also missing.

5,  There also seems to be an installation problem with the HELP query...  It doesn't work.

Can someone please help me solve these problems?
