I am not able to expand a photo stack, I have to use the unstack command and then reselect and and stack again. There are no arrows on the left or right of the thumbnail photo to simplify this option. "Set as top photo" cannot be selected.

You are after photo stacks in the organizer?
If so, switch from the default 'adaptative grid' view (fills the display with contiguous images) to the 'detailed' view (shortchut Ctrl D).
You'll be able to display the file names, the date and the small icons for tags and version sets.

This Community answer resolved the same problem I was having with Photoshop Elements 2023 (how to unstack photos in the Organizer.) I appreciate the informative and authoritative answer.
