I bought PS Elements 2020 and have never used PS. How do I change a photo into a 1 inch circle to print out in the one inch cirle for my project?

You can download free template 1" from Avery - #6450

Click on the Photoshop option (.psd)

Perhaps you can use one of the selection tools, e.g. lasso tool or selecton brush, to select an object on the photo, then copy/paste same to your template of  buttons.

Although I did not think about that, I suppose I am trying to set up a
template as well.

Please  explain more artfully what you are trying to do. How large is the "photo" to begin with. If you have a 4x6" picture and crop it to 1x1" in a circular configuration, there will not be much left to visualize.

As for the mechanics, there are several ways to do this. The easiest is to activate the Elliptical marquee tool, enter fixed size to the dimensions to suit. Then, while holding down the shift key drag out the circle to embrace what you wish to retain, then go to Image>crop.

Thank you, that makes sense.
I’m wanting to print out a photo in an exact inch circle for memory
buttons. I’m very advanced in Picsart but this is so very different. I
didn’t look at the pixel size though
