PS Elements 14 & PS Premiere Elements 14 unable to be installed.

I mail oredered a copy of the PS14 & Premiere elements 14 bundle.  The box contains a disk and a printed card with a redemption number and instructions how to get a serial number.  When I try to follow the instructions; it displays the error message that the redemption code is not activated and I should call phone support and a link.  The link takes you to the generic Adobe support page with no phone numbers.  I have searched the Adobe website and cannot find a support phone number nor an online chat link.  No support available so I'm posting to a forum.

The issue is, it seems from some barcodes on the outside there is some step to activate the redemption code that should have been done by the retailer.  How can I activate the program I have paid for or do I send it back for a refund as "unusable software" and purchase other software?
