Can I purchase an upgrade to go from PSE 11 to PSE 2020 & Premier on Mac?

There is no "upgrade." Each version of the software is independent.

You can purchase from Adobe, Amazon, and other retailers. Adobe probably will give you a discount as a repeat customer if you purchased from them initially, but I suggest that you shop around.
