PSE 13 Update fails to install.

Recently I reinstalled my PSE 13 and every time I open it now I get a message that an update is available.  Then when I click "Install Now" button and enter my password I get the message "The following applications were successfully updated." and the PSE icon is displayed.   However, when I quit PSE and reopen it I get the same message again that an update is available.  When I check "About Adobe Photoshop . . ." I see that I still have 13.0 not 13.1.  Why doesn't the update actually happen?

Apparently this answer is no longer correct. I followed the indicated link, downloaded the

ApplicationManager10.0_all.exe, and ran it. It crashed with an error directing me to

download the AdobeSupportAdvisor. I follow that link and get to a page that says the

SupportAdvisor is no longer supported, but gives no clear indication of what to use

instead.

I'm running Windows 10 Pro on an Intel® Core(TM) i5-5200U @2.20 GigaHertz, 8GigaBytes ram

installed, 7.74GigaBytes usable.

I really would like to get the update(s) installed, but failing that some instructions on rolling back

to the previous version would be appreciated

I should mention that, while I appreciate answers and acknowledgements, material that is not in

English or not using the Latin alphabet are not helpful.

I forgot to add that the PSE is on a MP running 10.9.5.
