PSE 15 - The application was unable to start correctly (0xc000007b) click Ok to close the application

I purchased PSE/PE 15 and cannot get the application to launch.  I have already tried all of the steps listed below.  If anybody has any ideas, greatly appreciated as I am very frustrated with Adobe at the moment...

  • Initial install from DVD - "The application was unable to start correctly (0xc000007b) click Ok to close the application"
  • Tried reinstalling from the downloaded version - Still no luck
  • Tried downloading the MSFT C++ stuff vcredist_x64 and vcredist_x86 and rebooting and reinstalling - Still no luck
  • Tried copying the 2 dll files per the link about Lightroom_64-Bit_DLLs - Still nothing
  • Tried going into Turn Windows Features on/off and enable everything for .NET framework 3.5 and 4.7 - Nothing
  • Tried uninstalling everything C++, rebooting and uninstalling PSE15 w/Revo then reinstalling it and still nothing

Windows 10 ver 1703 (Creator's)

I have PSE 12 installed and working fine for years.

Just tried installing Premiere Elements 15 with the same result

Hi Larry,
Thanks for posting on Adobe forums.
The instructions given by Rahul should fix the issue but just in case if it doesn't work , You can also try these steps.
Please click on this link . It will download a zip package, which contains two files: msvcr100.dll and msvcr80.dll.
Extract the package contents to the following location

C:\Windows\System32.

Replace the files with the earlier ones available on the same location ,if it gives any popup.

Launch the program & it should fix the issue

Trying to reinstall 2021 Elements on a new Windows 11 laptop. The program runs fine on my 4 year old Windows 11 laptop. I'm receiving the same error as author Larry. Both links above to fix are no longer valid 8 years later of course. I can start Elements ok on new laptop however, when I try to start Photo Editor I receive the Application error mentioned above. Also copied the two files mentioned by "nee.rai27" from my old laptop to my new laptop systerm32 directory with no luck. After copy I closed Elements and rebooted, same error.

I own Adobe Photoshop Elements 2021 on my Windows 11 Laptop
