PSE 18: Not accepting scroll wheel=Zoom on W 10?

My PSE 18 just won't accept the following change (scroll wheel to act as zoom), although I believe that I have done the correct programming: Edit>Prefereences>General>Zoom with croll wheel, followed by close/open program.

Try resetting preferences to default.

Go to Edit>Preferences>General and click on reset on next launch button.

Never did Reset as I was too lazy or just didn't want to disrupt my Preferences. However, this morning I tried setting Zoom again, and it worked?  Computer gremlins, eh?
