PSE 19 Photo Layout won't stay in Default

Hello! I'm using PSE in expert mode and I'm  having a problem with the layout staying in Default mode. Every time I open a photo it floats it and I have to reset the layout to Default after opening every photo.

I have gone to Preference and done a complete reset and then restarted my computer. No change - still floats and won't stay in Default. 

I  have uninstalled and reinstalled PSE 19 - still floating photos.

I have tried Grid or All Column etc... and it won't stay in any of those - it just uses Float.

No updates are pending and the computer is a brand new PC running Windows 10 with over 800gb of hard drive space left. 

I've been using PSE for years and never encountered this problem.

 

I'm getting frustrated and would love some suggestions please!

Go to the menu Edit >> Preference >> General.

Is the checkbox for 'Allow floating documents in Expert mode' ticked?
