PSE 2018 Error: VCRUNTIME140_1.dll is missing.

I recently bought a new LG Gram laptop (Windows 10) and installed my paid, CD version of Photoshop Elements 2018.  It seems to install okay, but when I try to open the program I get the following error message:  The program can't start because VCRUNTIME140_1.dll is missing from your computer.  Try reinstalling the program to fix this problem.

I've uninstalled and reinstalled PSE 2018 from both my CD and my downloaded version of the software and I get the same error message.  FYI -- PSE 2018 works fine on my older (2018) HP laptop (also Windows 10), but not the new one.

What could be wrong?  How do I fix this.  Thanks.
