PSE not creating XMP files

All images have been modified via default settings in ACR preferences. I subsequently also rotated some after opening them in ACR.  Then I clicked Done.

XMP files instantly appear along side the raw files just now processed but only for the images I have rotated.

Is there a way to force the creation of XMP files for all of them?
I have attached a video of the process.

The problem is this: The default settings chosen in ACR preferences are not being stored in an XMP file, even though that choice has been selected in ACR preferences.
