PSE10on Windows 10 - Organiser does not open!

I have recently bought a Windows 10 laptop and reinstalled my PSE10. Unfortunately Organzer will not open with the error message 'DirectX could not be initialized' and asked me to load it from Microsoft. I have checked my laptop and DirectX 12 is loaded. Can anyone suggest a resolution?
