I am long time photoshop user and I am using the Expert tab. I cannot seem to figure out how to copy an image in a layer and paste it elsewhere. I have never experienced this with any adobe product. Its just basic copy paste.How do I do this?

Let's assume that you have a picture of a scene with trees and a fire hydrant. If you wish to copy this in its entirety, go to Select menu>all, then Edit menu>copy, then open your destination file, then Edit>paste.

If you wish to copy the fire hydrant, use one of the selection tools, e.g. lasso, selection brush, to select the object, then Edit>copy, and Edit>paste to the destination.
