registration not possible PS Elements 14 - upgrade Windows 10

A customer bought Photoshop Elements 14
Because he has a computer where he has done an upgrade of Windows 10, the registration does not succeed from his Adobe PS EL 14. (with a new PC with Windows 10, it works)

He needs a request code / Host file to perform this.
