Rounded corners

I am running windows 7 64 bit, and have installed Photoshop Elements 2018 ( I think it is version 16.0)\I have an image and wish to make the corners rounded.  I have struggled through the help files which seem to want to give answers for Photoshop CC and not Elements.  I have found how to draw a rectangle with rounded corners but not how to edit an existing image to have rounded corners.  Any help would be wonderful, thanks.

    1. Activate the Cookie Cutter tool.
    2. There are several "libraries" with shapes, one of which is "Crop Shapes."
    3. Among the crop shapes is "Rounded Square." That's the one that you should select - the icon is all black.
    4. Drag it out to suit, then commit with the green check-mark.
