Ruler measurements are incorrect

A supposed inch on the PSE 19 ruler is significantly less than an inch.  This is a PSE problm no a general display problem, An 8.5 x 11 document screened in WORD measures 8>5 x 11 o the screen.

That's because the image is scaled to fit the view window. The left side of the view window title bar shows the scaling factor.

Also, if you tweak the settings in Preferences>Units & Rulers you may get a more accurate view - but it's still going to be scaled.
