Running Photoshop Elements in Windows 11

I'm having minor issues with Adobe Photoshop Element acting glitchy on my Windows 11 laptop. This is the system information from the Adobe Phontoshop. Could my problem be that I am running an old version of Adobe Photoshop Elements? Are there any fixes?

Operating System: Windows 10 64-bit
Version: 10 or greater

You may have a problem with one of your Plug-Ins. Try starting Elements by holding down a Shift key before you start Elements and hold it down until you get a prompt to "Skip loading optional and third party plug-ins?". Answer Yes and see if your problem continues. If the problem goes away, you'll have to selectively disable your plug-ins to isolate the problem.

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?

Well you are getting a bit above my head so I am not sure if this is what you are wanting.

Intel Optane+477GBSSD , 253 GB Free space. If you could direct me where to find other information I might be able to provide more information. This is from the properties on my C: drive.
