Selection pastes at the wrong resolution

I am using Adobe Photoshop Elements 2018.  I am trying to create physical prints with specific sized photos to fit in a baby book.  I start with an image I want, and then crop it to the correct size, say 5" wide by 3.5" tall at resolution of 300 pixels/inch for the baby book.  Then I open a new file which is a standard print size, say 6" wide by 4" high at resolution of 300 pixels/inch.  In my previous version of Adobe Photoshop Elements 8, I could simply select the all of the cropped image and paste it into the blank file.  The physical print would have some borders around the edges of the image (which I trim off with a paper cutter) because the desired image is smaller than the print size.  The problem I have with Adobe Photoshop Elements 2018 is that when I paste the cropped image into the blank file, the resolution seems to revert to the original 600 pixels/inch and the pasted image is much larger than the blank file size of 4" x 6".  I am using the "expert tab".

    I gather that the ultimate goal is to place an image on a larger canvas in order to be able to utilize a defined paper size. I would not employ the work-flow that you have proposed.

    Try this:

    1. Open your picture file
    2. Go to Image>resize>Canvas size. In the dialog extend the width to 4" and height to 6". In the dialog specify the extension color (white or any other color to suit.)
    3. ok it.

    Could you please relaunch the application once and see if the issue gets resolved? If not, then please try clearing the preferences once.

    I closed and relaunched the program and the problem persisted.  As for clearing the preferences, I opened the preferences, and under the "general" selection, I clicked "reset".  The problem persisted.

    Have a look on the crop tool's option bar. Is the "Resolution" box blank?

    It is not blank. I took care to fill it in as 300 pixels/inch on both the image I am cropping and in the new, blank 4" x 6" file I created  for it.  I am stumped.

    Try to use the rectangular marquee tool to outline what you wish to retain, then go to Image menu>Crop.

    Next, Copy/paste this to the blank file, which is 300px/in.

    Flatten the image and go to Image>resize>image size. What do you read for resolution value?
