Serial Number Photoshop Elements 7 does not work

I have Photoshop Elements 7.0.1 Dutch Version with a legit key on my old laptop.

The key appears in my Adobe ID as registered.

I bought a new laptop and wanted to use the same product on the new laptop.

I downloaded Photoshop Elements 7 from the link below, and installed it succesfully.

Download Photoshop Elements versions 9, 8, 7

However the Serial Number did not work. It says it's invalid.

I tried with both the English and the German download.

My theory is that it doesn't work because the version on my old laptop is the Dutch version.

Is there a version compatible with my Dutch key? Or could be another explanation for the key not working? Could it also be an issue that I have the version 7.0.1? What does 7.0.1 mean?

If the problem is that it is the Dutch version, does anybody know where I can download the Dutch version?
