Messing around I searched my entire computer for shape files (CSH)- found 322 of them- some are quite big with hundreds of files.
Prior to today I don't recall being able to see the actual thumbnails of the shapes in my file explorer. With some of the huge shpae folders, the ones that have hundreds of shapes the thumbnails are microscopic, quite useless.
I'm thinking this might be one of those things I've just never really paid attention to.
Most of them are the size of what you see below.
Can everyone else see their shape thumbnails in their file explorer like what you see below?

I don't seem to have that ability on Windows 10 here.
Any other Presets like the Brush .abr files show the contents?

From what I can tell you have to download a brush viewer to see the thumbnails. I will look into today. The shapes preview is still working on my computer- windows 10 latest version, with all udpates.
I didn install some silly utilities last week- it's probably due to one of those programs, i'll look those up as well in my downloads.
Seeing the shape thumbnails is going to save me time- lots of the shape libraries I've downloaded are garbage.

Two programs- ABR Mate and Brushbox can view brushes. ABR mate is old and clunky, burshbox, ties into photoshop. I think I may purchase it, $19 and see if I can get it to work in PSE.

Argus preset viewer- BEST $10 EVER SPENT! I now have previews of anything graphic in my preset folders.
Install the full version- all you do is click on the exe and that's it.
