Smart object creation

I have watched a video on creating a Chrome effect with photoshop but the problem I'm having is that in the menu button selections there is NO 'Convert into Smart object option'. I'm using Photoshop 2019 CSGN. I can't find the command in any of the menus. ??? to do.

Are you working in Photoshop or Photoshop Elements?  This is the Elements forum and Elements does not offer the smart object creation.
