spinning wheel

Hi, Hoping someone can help me, first time here. I use elements 14 on my imac. since I loaded Macos Mojave I have had the dreaded spinning wheel issue where everytime I go to use a tool I have to wait about 20-30 seconds before the wheel stops thus allowing me to procede.  I have tried many ways to cure this issue but have now decided tp maybe purchase elements 2020. My question is will the wheel follow me? I was thinking if I bought the disk instead of downloading 2020 it may be ok?? Fingers crossed. I do hope you can help me as its very tiresome us
