Straighten tool in Photoshop Elements 15 ?

In previous versions of Photoshop Elements it was possible to rotate an image by drawing a line on the picture. Does this tool exist in PE 15 ? How can I display it to my "modify" toolbox ? If not available, is there an add-in that I could install to add it ?

    You should find it at the bottom of the tools pallet in Expert mode - see image below.
