Stylus not working on canvas in Photoshop Elements 9

Since fiddling around to try and find a pixel-like tool yesterday, I've been unable to draw with the stylus on the file canvas. I can click everything else and I've reset all my tools but it still isn't working.
I'm yet to restart my laptop since this started, and I'll update this if it works, but I doubt that'll be it.

My laptop is quite old, but my stylus works on other programs like MS Paint and Excel. The stylus is a simple one and I draw directly onto the screen. (picture below of the type). The 'lead' is removable so I tried replacing it and flipping it around, but nothing seems to be working.
If i try to draw, the canvas scrolls up and down as if it thinks its my finger.

I don't need Photoshop for any projects soon, but it is a bit annoying.

My laptop is a clunky Lenovo ThinkPad X1 i think (specific type is covered by a Donnie Darko sticker) and I use it for school.

Low and behold. As I was working on this issue, I got a notice of an Adobe update for PSE14. I ran the update, rebooted, and my stylus now works. I'm not sure if the update was independent or if it was because I had uninstalled and reinstalled PSE a few days ago. My current PSE version is 14.1 20151206.m.83730.

Same problem, except with Photoshop 11. I have to double click on the screen or hold a button to draw a stroke and there is no pressure what so over. I hope this gets fixed soon because I need to get some commissions done.

same problem here. The stylus works fine in other applications.

I have the exact same problem! I'm trying to draw on the canvas using a pen/stylus, like if you were to draw with your finger. It won't respond on the canvas, but it will everywhere else. The touch pad is the only thing that will allow me to draw.

I recently updated the app, so I'll try a computer reboot really quick and report back.

Yep, still not working. I wrote up a PSUserConfig.txt to solve the problem, but it is related to tablet & stylus extensions or something. I would like to use the tablet mode of my 2-in-1 laptop, but do I really have to buy a high-end stylus just to use this function? It's ridiculous if I do.

I don't think it's the computer; it's PSE. I have a Lenovo x230 2-in-1 and the stylus worked fine until about a month ago. I don't recall doing anything that would have affected the stylus.
